The Design and Effectiveness of Truth and Reconciliation Commissions

Quick fact

The South African Truth and Reconciliation Commission, which heard over 21,000 victim statements and granted amnesty to perpetrators in exchange for full disclosure, is often considered the most influential truth commission, despite never prosecuting a single perpetrator—whereas Argentina's commission, which also documented thousands of disappearances, led to some prosecutions but had a more limited public impact.

Why this is interesting

When a country emerges from dictatorship or civil war, how does it confront the crimes of the past without tearing itself apart again? Some nations choose to prosecute, others to forgive—but a few create commissions that do neither, and yet aim to do both.
